Roof Vents Corrosion of Metal

It was recently brought to our attention by one of our residents that the metal roof vents on our homes have been developing holes at the base where the metal vent is fastened to the roof. These holes are causing rainwater to leak into the wood and then leaking into the inside ceiling of the home.

The main cause of this corrosion of the metal vents is the chlorine that some roof cleaners are using to kill the mold and mildew on the roofs. Because the roof vents may not have been properly sealed with the right materials to prevent this type of corrosion caused by the chlorine solution. If you haven’t, please make your roof cleaner aware of this issue. The best practice is for them to cover the vents with some type of plastic covering while cleaning the roof.

We recommend you have your roof inspected for this problem, either by the cleaner, or by a roofing specialist.

Appeals Committee Request

Tiberio – Valentina neighbors

As most are aware, the Pelican Preserve Community Association has developed a standardized covenant enforcement policy. All homeowners should have received a written copy of this new policy from the PPCA. Additionally, there is a copy of the policy on our web site. The reason was to insure that the policy was in full compliance with the state law governing community associations. As part of the process, our HOA Board agreed to a resolution to include all elements of the PPCA Covenants, rules and regulations as a part of our covenants, rules and regulations.

A critical new element of this policy is the establishment of an “appeals” committee of 4 to 6 residents. These individuals cannot be members of the Board or related to members of the Board. An explanation of the process will help understand the purpose of the committee. Bear in mind this is a process that is specifically outlined in the state code and must be followed. The Board has the authority to set the fine. The Appeals Committee decides if it will be levied.

  1. A violation of the covenants is detected.
  2. The Board, through the management company, notifies the homeowner of the violation, and asks that it be corrected within a specific time frame.
  3. The homeowner either corrects the violation or presents extenuating circumstances preventing the correction within the requested timeframe.
  4. The Board either accepts the delay or denies it and issues another letter notifying the homeowner to correct the violation or be faced with a fine until the problem is resolved.
  5. If the violation is not resolved, the Board issues a fine in accordance with the law and the covenants.
  6. When notified of the fine, the violator is also notified that the Appeals Committee will meet within 14 days to determine if the fine is appropriate under the circumstances.

The purpose of the Appeals Committee is to provide balance and oversight to this critical element of maintaining community standards and avoid heavy handedness. The committee has one responsibility. They must deliver a yes or no vote to the fine. They cannot modify the fine or sanction in any way. They only deliver a yes or no decision. This encourages the Board to make reasonable and fair decisions.

We are asking for a minimum of 4 but preferable six members for two reasons. 1) To allow for a member not able to attend. 2) To allow a member to recuse him or herself for a personal reason such as the violator is a relative or close neighbor. We need a minimum of three at all times.

Our neighborhood has maintained a great record of addressing problems that arise. There have been very few if any unresolved violations that actually resulted in sanctions. We appreciate your involvement.

The Tiberio HOA Board is transitioning from Zoom meetings to Live meetings beginning in September. Please refer to our calendar, but they are generally scheduled for the second Thursday of each month at 11am in Card Room A except for the Annual meeting which will be held in either the Theater or the Magnolia Room.
